Laurence S. Rosen
Project Manager
Laurence S. Rosen, Ph.D., is a project manager and health policy researcher for PPA. Dr. Rosen has extensive experience analyzing health care trends in the U.S. and their relationship to demographic and workforce trends. Dr. Rosen has prepared physician and nursing forecasts for the Michigan Health Council, has recently completed an assessment of the financial implications of nurse staffing issues for the Michigan Nurses Association, has recently completed physician forecasts for the Michigan State Medical Society, and manages a major health workforce research and policy project for the Michigan Department of Labor and Economic Growth. He is currently working on an evaluation of the State of Ohio’s faith-based initiative program. Recent projects have included an evaluation of the Dartmouth Atlas of Healthcare in Michigan for Blue Cross Blue Shield of Michigan, research on child immunization for the Michigan Department of Community Health, and assessment of Certificate of Need issues for a large, multistate health care provider. In 2004, Dr. Rosen oversaw the coordination of “Health Care in America 2004: A Forum on Presidential Policy,” a program that brought health care policy advisors and spokespersons for major presidential primary candidates together with health care policy leaders and the media to discuss the major health care policy issues of the 2004 campaign. Also in 2004, Dr. Rosen served as a presenter and panelist at the Second Bipartisan Presidential Healthcare Solutions Summit sponsored by American University’s Center for Congressional and Presidential Studies in Washington, D.C.
Prior to joining PPA, Dr. Rosen was head of The Synchronys Group, a health care research and consulting firm, served as senior director for data services at the Michigan Health & Hospital Association, and was Michigan’s first state demographer. In these positions he oversaw the “unblinding” and upgrading of the Michigan Inpatient Data Base (MIDB) and establishment of the Michigan Outpatient Data Base (MODB). He developed (with Kathryn Schroeder, M.D.) the Michigan Patient Outcome Measures Program, a JCAHO-approved quality indicators program.
Dr. Rosen has published a number of articles in both the academic and popular presses, including The Joint Commission Journal on Quality Improvement and American Demographics magazine. Over the years, he has given numerous presentations on health care issues, total quality management, and population trends. He received his undergraduate training at Queens College of the City University of New York and his graduate training at Pennsylvania State University.
