Jeffrey  Kaplow
Research Specialist


Jeffrey Kaplow is a Research Associate II for PPA. His responsibilities include policy research, literature review, data collection, data analysis, and report writing. He has expertise in qualitative and quantitative methods, strategic management, and structured analytic techniques. Mr. Kaplow currently is contributing to regional reports for a market penetration study for the Michigan Works! Association and is helping to facilitate statewide workgroups as part of Michigan’s Campaign to End Homelessness.

Prior to joining PPA, Mr. Kaplow held several positions with the federal government focusing on international security policy and advanced analytic methods. He is the recipient of several awards for distinguished government service. In earlier work with Cambridge Energy Research Associates, Mr. Kaplow produced reports on environmental and alternative energy issues for energy industry clients, including quantitative analyses of emissions trading markets, studies of the economic impact of potential regulation, and insights into international environmental negotiations.

Mr. Kaplow received his master’s in public policy from Harvard University’s Kennedy School of Government and his bachelor’s in political science from Yale University. He is the author of several published articles and a member of the International Institute of Strategic Studies.
