Colleen E. Graber oversees Public Policy Associate's research operations and also serves as a project manager. Ms. Graber is a skilled facilitator, qualitative researcher, and writer, as well as a strong manager.
Master’s degree in American social history from the University at Albany - SUNY. Bachelor’s degree in history from the University of Michigan. Received her secondary teacher education at Michigan State University
She has gained advanced knowledge of education and workforce development policy through her work on multiple long-term projects, ranging in scale from local to national. She was deeply involved in two multiyear studies of Lifelong Learning Accounts—a tool for encouraging workers to continue their educations. She currently leads the development of a guide for women on green jobs and a series of associated teleconferences for the U.S. Department of Labor’s Women’s Bureau. She also guides the PPA team that provides strategic planning and implementation support for Michigan’s Campaign to End Homelessness.
Prior to joining PPA, Ms. Graber taught English and social studies at the secondary level and served as an adjunct community college faculty member teaching United States history.
