About Us

Nancy C. Hewat, Ph.D., is a senior project manager as well as director of business strategy and development at Public Policy Associates. Her area of consulting expertise is education and workforce development policy.

Education:

Doctorate and master’s degree in education policy studies from the University at Albany, State University of New York. Bachelor’s degree in elementary education from Valparaiso University.

Dr. Hewat has extensive experience in survey development and implementation and has evaluated many federal and state government programs.  Currently, Dr. Hewat is leading a multiyear national evaluation of 26 regions  participating in the U.S. Department of Labor, Education and Training Administration’s (ETA) Workforce Innovation for Regional Economic Development (WIRED) Initiative.  The study includes site visits, stakeholder surveys, analyses of extant data, and written reports and oral presentations.  

In recent years Dr. Hewat led two studies of the implementation of Lifelong Learning Accounts (LiLAs)—the demonstration project and a subsequent pilot in Maine.  She is well respected for her expertise in qualitative research and her ability to deliver complex products for clients. 

Prior to joining PPA, Dr. Hewat was a community education consultant working with members of the business community to promote adult education programs.  A former classroom teacher, her previous research experience includes a state-level study of school-to-competitive employment programs for disabled young adults, case studies of urban school reform initiatives, and an analysis of a national campaign to build strategic alliances with community-based organizations.

Dr. Hewat has written and presented her research findings at professional conferences of the American Educational Research Association and the New England Educational Research Organization.  She is a member of the American Evaluation Association and serves on the board of the Michigan Association for Evaluation.
