About Us

David McConnell has extensive experience in the evaluation of workforce development policies and programs, sector-based strategies, public-private partnerships, education policy, and human service programs.

Education:

Bachelor’s degree in philosophy from Michigan State University. Pursuing a Master of Public Administration degree with a focus on Nonprofit Leadership and Administration from Western Michigan University.

He possesses an array of skills including qualitative and quantitative research, data collection, survey research, analysis, strategic planning, technical assistance, and facilitation of diverse groups.

He is currently working on several statewide and nationwide projects, including the Workforce Innovation in Regional Economic Development (WIRED) initiative of the U.S. Department of Labor, an evaluation of the Michigan Benefits Access Initiative for the Michigan Association of United Ways, and an evaluation of philanthropic benefits in the State of Michigan. He also assists education and training providers with registration in Michigan’s Career Education Consumer Report, a statewide information system required by the Workforce Investment Act and developed by PPA for the State of Michigan.

His past experience at PPA has included large-scale projects such as the Michigan Supplemental Educational Services Evaluation; the Michigan State University teacher survey; and the Lifelong Learning Account Demonstration, where his responsibilities included planning and conducting focus groups.  He has also helped organize focus groups to test a video created to help teenagers understand the “soft skills” employers are looking for from employees.

Prior to joining PPA, Mr. McConnell worked for Team Telcom, a telephone survey research firm.  His research experience also includes involvement in database design and data entry for Phase I of the Third International Mathematics and Science Study conducted by Michigan State University.
