The W.K. Kellogg Foundation has focused a large portion of its grant-making in Michigan in its priority cities of Battle Creek, Detroit, and Grand Rapids. It retained Public Policy Associates, Inc. to be its evaluation partner and to track the progress the foundation has made in propelling vulnerable children to success.
The team: PPA assembled a diverse and expert team of researchers, led by PPA President Paul Elam. PPA staff have extensive experience in quantitative and qualitative evaluation as well as civic engagement, all critical elements of the work. In addition to its own research staff, PPA worked with affiliated consultants as local lead evaluators in Detroit and Grand Rapids.
Our work: PPA provided a mix of direct evaluation services and subcontracted evaluation services. It convened and coordinated a local team of evaluators has led the evaluation of state-level projects. PPA researchers conducted site visits and focus groups, developed profiles on each of the Michigan grantees, and established indicators for measuring impact. PPA also created a racial equity lens for evaluators to assess the impact of race in the program's Kellogg funds.
Results: As Kellogg’s evaluation partner, PPA worked closely with the foundation's Michigan team and provided insights about the impact of Kellogg grants on achieving the foundation's goals of promoting healthy children, educated children, and secure families.
